I'll admit, I'm pretty helplessly addicted to this game. It doesn't help that I pretend that playing this game is for the purpose of "research" for my job application to Gameloft.
Granted, I played Yugioh competitively and just LOVE tcg's in general, from mtg to duel masters to pokemon to sword girls, so I have a soft spot for the Genre, but Order & Chaos Duels is pretty darn beautiful.
YES, it is somewhat pay to win. It's a skill based competitive game, and putting in money will give you a very distinct advantage over people who do not, HOWEVER, it's actually not blown out of proportion. It is equally pay to win as it is grind to win. There is literally nothing that is cash exclusive, and in fact, the ratio of grind time vs cash is actually pretty reasonable.
Every 5$ you put in is only worth about 3-5 hours of grinding once you've put 3 days into the game, and as far as playing ranked against other players go, putting in some money only gives you an advantage against those players you are currently on the same rank with. Once you rank up a bit thanks to your rash decision to put in cash, you'll once again be on a even playing field, so it actually balances out.
You also don't lose much ranking points if you lose to a player who is obviously higher ranked than you. It's all actually quite addictive, as you never feel really punished for anything.
And all this is without talking about the actual game play itself, which is a very very solid fast paced TCG. Think Duel Masters combined with Pokemon boiled down to very core elements. It's pretty good and very fast and very easy to play, made all the more easy to play by the amazingly beautiful graphics. There is definitely enough player choice in the game that allow for misplays, which makes the game feel quite substantial.
Admittedly, there is a shortage of cards. The gameplay isn't the most complex, so theres not too much room for expansion in terms of card variety, and card attainment is a bit too slow to really allow for archetypes. You average a new card every 2 to 3 ranked game wins, or 4 to 5 pillage wins, which will only take about 15mins total for either method.
Theres also a few bugs that'll pop up on a card to card basis every now and then, but it's not honestly game breaking.
On a not so separate note, yes, I confess, I've already put money into this game... OTL but it surprisingly felt quite worth it, probably a result of personal preference, but I find the game quick and fun, so yeah, I like it. I only wish I would've known that buying legendary treasury boosters was so much of a better deal than buying actual booster packs.
